As of July, 20, 2020, 17 states require voters to submit their absentee application in person or by mail. These states do not accept absentee applications via Email, Fax, or by phone. During this pandemic, some voters may not be comfortable going to their local election office to apply for an absentee ballot because they are afraid of contracting COVID-19.
So, this leaves voters the option of mailing an absentee application that they have to print from home. However, many people, particularly low-income voters, do not own or have access to a printer, especially considering that local libraries may not be open to the public due to the pandemic.
During this historical election, it is important that every person who is eligible to vote should have the opportunities to express their voice. This is especially important for voters who have historically been unable to vote due to systematic issues with our voting system.
